Pulling the Polish cart. Miners’ crews of the Katowice voivodeship du-ring the 1981 escalation of the conflict between authorities and “Solidarity”

The article presents an interesting and extremely ferocious stage of the Solidarity re-volution that occurred in 1981 in the Upper Silesian mining milieu before the imposition of martial law. Coal being both one of the basic export goods as well as the main national source of energy was of key importance for the Polish economy. Against the backdrop of the princi-pal conflict between the Communist authorities and Solidarity, which centred on the ran-ge of civic freedom, a conflict in the field of coal mining was waged, whose object was the scale of coal mine excavation. The Jastrzębie Agreement of the summer of 1980 signed by the striking miners’ crews and the authorities abolished the 4-brigade system opposed by miners and as from the beginning of 1981 enacted all Saturdays free of work. The execution of the Agreement meant reduction in coal excavation. Extending the excavation through in-creased employment was rendered unrealistic by the scarcity of the reserves and the melt-down of house-building. Under such state of affairs the authorities decided that the only solution was to encourage the crews to work overtime, viz. on Saturdays. The methods of implementing that concept were a source of countless conflicts. Driven by civic needs, So-lidarity called the mining crews to work voluntarily during 8 free Saturdays on condition that the division of the excavated coal would come under public surveillance. In line with their political needs the authorities disavowed this proposal and implemented a system based on corruption of the miners: they offered to pay tripled wage for their work on Satur-days and Sundays as well as to provide them with an access to popular goods unobtainable in the void of the internal market. The system caused many protests, disputes and strikes. The provisioning problems along with the pervasive conflicts caused the social attitudes to radicalise; they also further strengthened the erosion of the Communist party. The result of the fierce events of 1981 were attitudes and opinions that led to a strong resistance of miners’ crews against the imposition of martial law in December 1981. The death of nine miners of Wujek Coal Mine in Katowice shot dead during the pacification of the strike is a tragic symbol of this resistance.Der Artikel stellt die interessante und überaus stürmische Etappe der Solidaritätsrevo-lution dar, die im Jahre 1981 im oberschlesischen Bergbau vor der Einführung des Kriegs- zustandes stattfand. Kohle hatte als Hauptexportprodukt und gleichzeitig als Hauptenergierohstoff des Lan-des eine besondere Bedeutung für die polnische Wirtschaft. Im Hintergrund des grundlie-genden Streites zwischen der kommunistischen Regierung und der „Solidarnosc” um die bürgerlichen Freiheiten, spielte sich im Bergbau ein Konflikt über die Höhe des Steinkohle-abbaus ab. Die im Sommer 1980 zwischen den streikenden Bergwerksbelegschaften und den Machttragenden geschlossene Vereinbarung in Jastrzebie hat das Vier-Kolonnen-System, gegen das die Bergmänner gestreikt haben, abgeschafft. Zudem hat sie eingeführt, dass ab Anfang 1981 alle Samstage arbeitsfreie Tage waren. Die Durchführung dieser Punkte der Ver- einbarung bedeutete eine Reduzierung des Kohleabbaus. Eine Erhöhung des Abbaus durch mehr Personal war in Hinsicht auf die Ausschöpfung der Reserven und des Wohnungskrachs nicht möglich. In dieser Situation haben die Regierenden beschlossen, dass die einzige Möglichkeit darin bestehe, die Kolonnen zu Überstunden zu mobilisieren – d.h. zur Arbeit an Samstagen. Die Art der Realisierung dieser Idee hat zahlreiche Konflikte verursacht. Die „Solidarnosc” hat aus bürgerlichen Gründen um eine freiwillige Arbeit an acht freien Sams- tagen an die Bergwerksbelegschaften appelliert – Bedingung dafür sollte sein, dass die Au-fteilung der am Samstag abgebauten Kohle gesellschaftlich kontrolliert werden sollte. Die Regierung haben den Vorschlag der „Solidarnosc” aus politischen Gründen diskreditiert und haben ein System ins Leben gerufen, dass auf einem Korrumpieren der Bergmänner basier-te: es wurde ein dreifaches Gehalt für die Arbeit an Samstagen und Sonntagen, sowie die Möglichkeit der Zuteilung von attraktiven Waren vorgeschlagen, die sonst auf dem kargen Landesmarkt nicht zugänglich waren. Dieses System führte zu vielen Protesten, Streitigkei- ten und Streiks. Die Verpflegungsschwierigkeiten und die stattfindenden Konflikte haben zur Radikalisierung der gesellschaftlichen Stimmungen geführt, und haben außerdem die Erosion der kommunistischen Parteien gestärkt. Die stürmischen Ereignisse im Jahre 1981 schafften Stimmungen und Auffassungen, die zu einem starken Widerstand der Bergmän-ner gegen die Einführung des Kriegszustandes im Dezember 1981 führten. Zum tragischen Symbol dieses Widerstandes wurde der Tod von neun Bergmännern des Bergwerks „Wujek” in Kattowitz, die während der Befriedung erschossen wurden
